Real action needed on fly-tipping

Commenting on new figures about fly-tipping Basingstoke and Deane, Liberal Democrat group leader councillor Gavin James said:

"In 2016/17 the number of fly-tipping incidents dealt with by the Council doubled."

"Are we meant to be impressed that the Council is announcing it "won't tolerate" on fly-tipping? Doesn't it rather show that for the past many years fly-tipping has been tolerated!"

"The fact is we have heard all this talk of crackdowns before. In March 2013 the Conservatives announced zero-tolerance of fly-tipping in Basingstoke and Deane. They have carried on announcing crackdowns regularly since then. Last year it was a 'summer crackdown on fly-tipping' to create a 'fly-tip free borough'. Far from being fly-tip free, the problem is getting worse."

"Lib Dems have warned and warned that the introduction of charging, permits and ludicrously short opening hours at Council run tips will lead to an increase in fly-tipping."

"As with so many Conservative cuts, the changes at waste and recycling centres won't actually save money, it just shifts the costs, in this case to a bigger clean up bill."

"Two years ago the Conservatives wanted to claim the credit when figures showed fly-tipping falling, but will they accept responsibility now the figures show it is increasing?"

"The Council has increased the fixed penalty notice from £200 to £400, but, of the 2147 fly-tipping incidents dealt with by Council staff in the last 12 months, only 74 of these provided potential leads, and only 9 led to fixed penalty notices. That's 9 out of 2147 incidents. So the chances of a fly-tipper getting a fixed penalty notice is 1 in 239. So much for the zero tolerance of fly-tipping."

"Hampshire County Council fly-tipping strategy says two of the main things that contribute to fly-tipping in Hampshire are people trying avoid the cost of disposing of waste, poor access to waste disposal facilities."


"For Liberal Democrats, prevention of fly-tipping is a priority. We'd scrap the tip-charges, which the Government says are illegal anyway ! Open the household waste and recycling centre for longer. We'd restore access to tips in neighbouring council areas and have more bring sites for recycling. In addition we'd review bulky waste collection charges."
